What are cheap alternatives to cover cement basement wall? We are not handy and drywall is probably beyond us

We don’t feel like we have the skills or manpower to install drywall but our kids **** the popcorn finish on the cement walls. The room has almost no natural light so we want to warm it up, not go contemporary.

How do you expose the electrical outlets when you put up drywall over it?

I have cemented walls. I wanted it cover it with drywall, but there are outlets in the cement walls. I know I got to have holes cut out for them, but do I need to call in the electrician to rewire them? I was hoping I could do it myself. It needs to come out of the cemented wall at least an inch or so.

Question regarding insulation between cement wall and drywall?

I live in a townhouse with neighbors on both sides, divided by cement walls. I was planning to put drywall up using furring strips on the cement wall. My question is, do i need to put a some kind of moisture barrier after the furring strips before i put up the drywall? I read somewhere that it is not necessary to do this because the other side of the wall is the neighbors wall and not outside. Is this correct?
