Estimate to fix my kitchen?

4 weeks have past since we had some water damage in our kitchen. The floor, parts of drywall and 3 cabinets need replacing. This would involve; removing existing flooring and replacing it, finding matching cabinets or building matching ones, removing the countertop, replacing the drywall and removing all debris.
The insurance company has sent an estimate and now we’re trying to find a contractor to fix the damage , so we can fax it to the insurance company. We found 3 that would give us free estimates, but thats where we are stuck now.
The first guy isn’t picking up the phone , the second guy always tells us ‘tomorrow’ when we ask about the estimate and the third simply didn’t show up or call after we agreed on a time to meet for the estimate.
How long does it usualy take to get the written estimate back or are we just waiting around for nothing and should just find new contractors for estimates?

Proof of loss/Flood insurance pay out question?

After almost 6 weeks I finally got my adjusters proof of loss estimate from the damages to my home from Hurricane IKE, while I understand the total devestation here on the island, I am worried about time frames and how things go from this point on..

1. We have 39 thous in damages on a 204 thous dollar home, should I expect the flood ins. company to dispute or try to fight this estimate? How long does it usually take IF things go smoothly from here on out? I have tennants I need to get back in their units so I can get rent again to help with mortgage payments.

2. How does this work, do I find the contractors, plumbing, drywall, flooring electricial or does my flood compnay choose who does what, and how do the funds for repairs get dispursed? Do they send me a check for it all at once, does it sit in a bank like an equity line of credit so to speak or do I submit receipts and invoices and the company cuts the contractors a check?

Never been thru a claim process (or such a devestating hurricane) before, thanks in advance….

NY State Asbestos laws for contractors?

Does anyone know if contractors in NY State must have a house tested for ASBESTOS before tearing out drywall, flooring, sheetrock, etc? I’ve heard that OSHA demands testing on any building, even private homes if it is built before 1974 to protect workers from ASBESTOS exposure. If a contractor gets caught doing even the smallest of tear-outs, he could face a heavy fine for not getting testing done prior to tear-out. Is this true, could you provide a link to a law?

Cost to restore gutted house, no drywall, flooring, etc. 1744 sqft in CA, Good roof, fp, gar. Nothing fancy Tx

House was gutted for a major remodel but the contractor ran out of money. The location is to die for. We are wondering if non-contractor folks like us can hire one contractor to bring it back to a useable house, and if so what would be some ballpark number for cost in California. Thank you so much.
